State Level Celebration guidelines

  • State level State level celebrations will be held at Dahod district.
  • Not to gather more people considering the epidemic of COVID-19. Social distance, wearing of mask etc. must be followed.
  • It would be appropriate to limit the number of invitees to about 1000.
  • A minute-to-minute copy of the state-level flag-waving program is to be organized as per the attachment attached herewith.

District Level Celebration Guidelines

  • The national flag will be hoisted at the district headquarters by the Hon'ble Minister, District Collector at the district level along with the matters mentioned above at the district level (after 06:00 hours); The national anthem will be played; Will be paraded by Police Forces, Home Guard, NCc Scouts etc .;
  • Hon'ble Minister, District Collector will deliver the address; The national anthem will be sung. cOVID - Not to gather more people considering the epidemic of 19. Social Distance, Mask Wearing etc. must comply with the Act norms.

A certified copy of the positive report of the employee or a member of his / her family and medical certificate should be included in the application.


The pair along with the three details mentioned above should be sent to the office here. And the employee subject to the medical certificate in the online attendance "on duty" as well as in the teacher attendance register admitted to the hospital or home quarantine self or home Quarantine family should be noted in writing. Being face to face with teachers and other students creates social pressures and benefits which will help motivate students to interact . Some students do also in online courses as in in-person courses, some may very well do better, but, on the average , students do worse within the online setting, and this is often particularly true for college kids with weaker academic backgrounds.

The Common Academic Calendar has been announced by the Department of Education. Calendar has been announced for the department except Medical and Pharmacy. Accordingly, Diwali vacation will be from November 6 to November 18. Thus will be a 13-day Diwali vacation. The new academic year will have to start by July 1, 2021


Dates have been announced for completion of UG, PG, GTU and Professional courses. According to which the course has to be completed in phases from 1st December 2020 to 1st August. It is also suggested to take online offline classes if required and take exams in the same manner.


Schools have now evolved teaching methodology to stay synchronised with the newest ways and means to impart effective education through various means of online platforms, virtual classrooms etc. Using such effective technologies, the interaction between students and teachers has indeed enhanced the method of learning.

 Unlock-1 has been given more concessions in the state. Along with this, the government has decided to start RTO offices across the state from June 4. Compulsory compliance with social distance is also instructed.



Online appointment mandatory


Online appointments have been made mandatory for vehicle and license related operations. The applicant must be present at the office in this online appointment. If the applicant is absent, the applicant will have to make an appointment again.

Appointments will not be available in ITI for learning license


The process of issuing learning license has been done by ITI. Appointments will not be available at the ITIs that have declared the containment area of ​​the city or crocodile area and the quarantine center of Covid, and the learning license operation will not take place.

Instructions before starting RTO offices



  • Applicants will have to circle every 1 meter keeping in view the appointment
  • GISFS personnel will have to be used to keep the applicant standing in line in the circle
  • For the circle, you have to buy the required lime in advance, the circle is ready when the applicants come to the RTO office.
  • When the applicant has taken admission at the main entrance, it will be necessary to ensure that the operation guidance, branch, floor and table of the applicants are available.
  • Thermal screening of the applicant will have to be done at the time of entry into the office, if the body temperature of the applicant is found, the entry will not be allowed in the office.
  • Social distance must be maintained within one meter limit when the applicant appears before an employee or officer.
  • It is mandatory for any employee to work with sanitizer, hand gloves and a mask when performing applicant related operations.

List of applications for which no online appointment is available

  • Change of purpose in the vehicle, change and ownership of vehicles in other state
  • Cancellation of registration, new R.C. to the financier. To issue
  • Non-use of vehicle, new permit, duplicate and renewal, R.C. Getting it back
  • Adding a new class to the lined license (for beginner license only)
  • For renewal of driving license with retest (for beginner license only) the applicant has to come to the RTO office with supporting evidence.
  • Note: Only a limited number of applicants will be appointed.


RTOs will also continue on Saturdays and Sundays in metros

It may be mentioned here that the citizens will have to come to the RTO only after taking an online appointment after 3 pm for the operation of HSRP fitment. The RTO offices in Ahmedabad, Rajkot, Surat, Vadodara, Bhavnagar, Jamnagar, Banaskantha, Mehsana, Bhuj will also be open on Saturdays and Sundays from 9 am to 6:30 pm for the operation of driving licenses.

Applicants with a learning license will be able to take the test

In case of novice license, the applicant whose license has been revoked during lockdown will have to get an online appointment from parivahan.gov.in. The process for appointment is available on the website cot.gujarat.gov.in. Applicants whose licenses have expired or are due to expire from March 21 to July 31 will be able to take the driving license test by July 31. For which no additional fee has to be paid by the applicant. The deadline for fitness of transport vehicles is valid till 31st July. However, work for fitness of vehicles will be started from June 8 by organizing camps in all the districts. The calendar of district wise fitness camp will be as follows.


  • If the last number is 1 and 2, the date of arrival of the vehicle at the fitness camp will be 8, 15, 22 June.
  • If the last digits are 3 and 4, the vehicle will arrive at the fitness camp on June 9, 16, 23.
  • If the last digits are 5 and 6, the vehicle will arrive at the fitness camp on June 10, 17, 24.
  • If the last digits are 7 and 8, the vehicle will arrive at the fitness camp on June 11, 18, 25.
  • If the last digit is 9 and 0 then the date of arrival of the vehicle in the fitness camp will be 12, 19, 26 June.

Instructions are issued to the trapped workers with the hope of the Government of India dated 17/5/2010 to allow them to move from one area to another according to the state. The following guidelines are enacted to implement a state-wide uniform system under this command:



1. These instructions will be valid for movement within the state of Gujarat.

2 Pursuant to these instructions, persons shall be allowed to reach the place of business from where they are (in the district) to another place (in other district) for business-approved activities subject to periodic notification from the Government of India or to those who are farmers Enough permission must be given to reach the meaning. Occasions other than that may not be allowed under this instruction.

3  According to this circular, no one will be allowed to leave the red zone or contingent zone or to go to the red zone or contingent zone. But, from the Green and Orange zones to other areas of Green and
Orange will have to allow enough.

4. Individuals who want to go only to apply for a pass within the state in the Digital Gujarat Portal (Digital Gujarat) will have to get approval from the Mamlatdarshri in the area.

5 At the district level, a consolidated report of such clearance by the district control room shall be sent to the district to be reached twice a day along with the name of the person, details of identity, type of vehicle.
6 Before the sanctioning district approves, the district to which such persons wish to go must obtain a figure of how many persons may be accepted in respect of the structural capabilities of the district accepting them and do mamlatdar labor in the districts. Therefore, a larger number of persons should not go to the accepting district.

7  Starting in small numbers in the initial stage, keeping the structural Ravana in check, it will be necessary to increase the number of peacocks in stages.



8 The sending district will have to do so before the person leaves their district so that the person leaving does not have the medical King Kareena symptoms and will not allow or revoke the person if any symptoms appear.

9 Which reaches such persons in the district. They will have to ensure that they are quarantined for 15 days by the gram panchayat or municipality as per the guideline of the health department in their licensed village or city.




10. Under this circular, a person who moves to another district to engage in business or to engage in farming will not be allowed to move to another place until he has completed the quarantine period.

11. The district administration must ensure that such departed persons maintain the standards of social distraction even during transit and have to travel wearing masks.

13. Permission granted in the case of contract work of a government agency or in case of medical emergency and other emergency circumstances shall continue as usual.

12. Apart from this, the instructions given from time to time by the Ministry of Home Affairs of the Government of India will have to be implemented accurately.
